Over the next three years efforts will focus on the following areas:

  1. Building and Strengthening the Capacity of Environmental Institutions:

    • Setting up legal and institutional framework ensuring clear distribution of responsibilities between stakeholders, developing working procedures, full coordination and cooperation between these parties.
    • Strengthening the capacity of staff working in environment, relevant sectors, and public agencies to formulate and implement environmental strategies and policies.
  2. Rational use of Natural Resource:
    • Developing and updating National Environmental Action Plans which aims at the linkage between the economic development and environmental impact associated along with setting priorities for actions.
    • Setting up integrated sector policies fitting with the scarcity of land and water resources while focusing on confining the use rather than increasing the supply.
  3. Protection and Conservation of Natural Reserves:
    • Establishment of Data Bank and a system for the Management of Natural Reserves and National Parks in the PT.
    • Reinforcement of the Natural Reserves Directorate through intensive staff training and provision of financial support in order to build up a well constructed administrative department.
  4. Pollution Control:
    • Clean up or close down critical Hot Spots, which poses threats to public health or causes irreversible damage to environment through improving environmental services and maintenance and operating systems.
    • Set up guidelines and regulations suitable to control pollution and Palestinian environment.
    • Ensuring the proper use of EIA studies for any new investments so as to reduce pollution generated from industries with low consumption of natural resources and less pollution.
    • Adoption of " polluter pays" principal in liscencing procedures and legal framework to abolish environmental damage.
  5. Regulations, Amendments of Awareness Raising:
    • Continue issuing laws, regulations, and standards to all applicable environmental fields.
    • Enforcement of all issued laws throughout the life expectancy of all relevant projects.
    • Management and continuous Monitoring of on-going industries and projects.
    • Develop a comprehensive and a participatory Awareness Program addressing all aspects of environment in Palestine.
